The Adoption Notarization Process
If you have never worked with a mobile notary before, you may be wondering what to expect at your appointment. The process is straightforward and designed to be as smooth as possible for everyone involved.
Your notary will arrive at the location you choose — whether that is your home, an attorney's office, an adoption agency, or another comfortable setting. Once there, the notary will verify the identity of each signer using a valid government-issued photo ID such as a driver's license or passport. This identity verification step is required by California law for every notarization.
Next, the notary reviews each document to confirm it is complete and ready for signing. This includes checking that all signature lines, dates, and notary blocks are in place. If any document requires a jurat — a type of notarization where the signer swears or affirms the truthfulness of the contents — the notary will administer the oath at this time.
Once everything is verified, each signer signs the documents in the notary's presence. The notary then applies their official seal and completes the notarial certificate. Most adoption notary appointments take 15 to 30 minutes depending on the number of documents and signatures required.

If your adoption involves placing a child across state lines, you will likely need ICPC (Interstate Compact on the Placement of Children) forms, some of which require notarization. International Adoptions
International adoptions add another layer of complexity. In addition to standard notarization, many documents destined for use in a foreign country also need an apostille — a certificate issued by the California Secretary of State that authenticates the notary's signature for international use. If you are adopting from a country that is a member of the Hague Convention, your documents will need a specific apostille certification.
